This is the usual sort of inexpensive Chinese computer hardware. The brackets do the job, but the outer mounting holes are either not properly tapped for the special 6-32 mounting screws you have to use on many HP PCs or paint has badly clogged the threads. Anyway, the adapters are new as described, screws for mounting the drive to the bracket are provided, and shipping was very fast..

It was fortunate they were placed in a new neighbors box of a house that has been unoccupied for over a year.
